The METICOS consortium

The METICOS consortium consists of 15 partners from 9 countries across Europe.

Center of Excellence in Risk and Decision Sciences (CERIDES) – European University Cyprus

Research Organisation – Cyprus

CERIDES has emerged from the synergies that have been identified between the Center for Risk, Safety and the Environment (CERISE), and the Decision Support and Systems Optimization (DSSO) Laboratory and operates under the auspices of European University Cyprus. It is the first cross-disciplinary, cross-school Center of Excellence of European University Cyprus.

The areas of focus revolve around two basic pillars; risk and decision science with an application to several horizontal areas such as Security, Safety, Cybersecurity, Telecommunications, Critical Infrastructure Protection, and Industrial Processes.

Role in the Project: Having been involved as technological provider and as coordinator in many European and national research projects (H2020, MCSA, DG ECHO, FP7, DG HOME, DG JUSTICE), CERIDES is the Project Coordinator of METICOS and, apart from that, is involved in exploitation and dissemination tasks.


Institute of Communication and Computer Systems

Research Organisation – Greece

The Institute of Communication and Computer Systems (ICCS) is a non-profit private law body associated with the School of Electrical and Computer Engineering (ECE) of the National Technical University of Athens (NTUA).

Role in the Project: The Institute contributes to METICOS through its Information Management Unit (IMU), a multi-disciplinary unit engaged in research and development activities in Information Technology Management.

Main tasks assigned to ICCS include the design and development of the METICOS Advance Data Mining Engine (ADME) and the (Big) Data Analysis module.


NetU Consultants Ltd

SME – Cyprus

NetU Consultants Ltd is a leading IT solutions and services organization in the Eastern Mediterranean region with offices in Cyprus, Greece and Serbia.

Role in the Project: NetU leads all aspects concerning Interfaces with Border Management Information Systems with main goal to allow the exchange of information between the various heterogeneous border control authorities systems and the METICOS Ecosystem.


Norwegian University of Science and Technology

Role in the Project

NTNU main role in the project is related to creating and updating the Social sensing toolkit according to the data collected and analysed further. It mainly consists of an agent-based simulation engine, where agents will map certain behaviors or actions like the real-world cases, with data collected from surveys, social media activities etc.

Along with the other partner institutions, NTNU team members deal with administrative and financial management procedures. NTNU is also be part of the activities related to modelling the actors and procedures within the border control environment.

In addition, NTNU team actively participates in the user surveys to evaluate people’s awareness, expectations and possible level of acceptance of the new smart border control technologies. After creating the Social toolkit, NTNU team will also contribute to the activities related to the application trials with the presence of border authorities, as well as in the ongoing communication and dissemination activities.


Vrije Universiteit Brussel, Research Group on Law, Science, Technology & Society (LSTS)

Role in the Project

LSTS brings the legal component to the project and works mainly in the monitoring of the ethics and legal (data protection, IPR) aspects of the METICOS project, ensuring that the innovative METICOS platform will properly consider and respect privacy, personal data protection and other legal requirements and ethical principles.

Associated with document Ref. Ares(2020)2264561 – 28/04/2020 Human factors, and social, societal, and organisational aspects of border and external security LSTS also participates in the development of guidelines on the privacy and data protection framework for the METICOS platform, focusing on framework privacy requirements for its design and deployment.

LSTS contributes to the impact assessment for the privacy/data protection perspective, which will identify the information flows (including personal data), analyse the associated risks and explore mitigation measures according to the needs and objectives of the METICOS project.

Role in the Project

The main role of SIMAVI in METICOS project is to significantly contribute to the development of the Data Mining Engine to collect the involved data sources and their types. Secondly to create Universal Connector with Modern BCP Risk Assessment Platform that will ensure a generic implementation for all connector types to data sources. And finally, to develop an interface with customs identification systems that will be able to gather data from the CIS domain, as well as provide data with dedicated endpoints


AIT Austrian Institute of Technology

Role in the Project

The main responsibility of AIT in the project METICOS is to create a valid and profound technology acceptance model in the context of border control.

Hence, the team of AIT is assigned with: identification of the proper theories, models and datasets for social acceptance of Smart Border Control technologies; methodology development and support for end-user involvement in the context of acceptance modelling; support of acceptance ground truth data collection via large-scale online user surveys; development of technology acceptance modelling dataset; acceptance prediction model development, including model training and validation; development and testing of prediction algorithm; and support for Embedded Technology Acceptance Predictor (ETAP) module development.


Johanniter Österreich Ausbildung und Forschung gemeinnützige GmbH

NGO – Austria

Johanniter Österreich Ausbildung und Forschung gem. GmbH (En: Johanniter Austria Education and Research –  JOAFG) was founded in 2012 by the Johanniter Unfall Hilfe in Österreich (est. 1974 – JOH) to professionalise research and education activities on a European level.

The JOH is active across Austria and part of the international active Order of St. John. The core competences are rescue- and ambulance service with an own 24/7 service line, mobile care activities including a mobile palliative team, home alert service and disaster relief

Role in the Project: JOAFG brings experience in METICOS project regarding Cross-Border Control Activity Classification. In order to identify and counter possible weak points in the system, it is necessary to conduct an in-depth analysis of how BCP’s currently collect their data (working conditions, processes, data required for processing people at borders).

Maggioli Informatica, the IT pole of Maggioli Group, born from the integration and experience of the Maggioli Group’s software houses and other local IT companies acquired during the recent is the most qualified system integrator and leader in provisioning of complete IT solutions and services for the Local Public sector.

Role in the Project: MAGG is responsible for the integration of METICOS infrastructure and will provide the security and data privacy mechanisms of METICOS platform.


ViLabs LTD

SME – Greece

ViLabs is an SME that acts both as a private research and innovation laboratory and as an innovation Hub for startups.

Role in the Project: The company supports partners to develop feasible individual exploitation plans that will guarantee the quick market uptake and the long term sustainability of the developed solutions after the end of the project. ViLabs will plan and verify the exploitation potential, prioritizing every strategy that aims to propose new innovative services and business models to the market during and beyond the end of the project progress.

ViLabs takes specific action in order to satisfy the basic intellectual property regime, in terms of research publication and software rights, allowing for all participants to be granted exploitation opportunities, with respect to the IPR, individual exploitation interests and background and foreground knowledge rights.

In addition, specific replication plans will be developed to increase the project impact. ViLabs develops and coordinates the implementation of the dissemination and communication strategy of METICOS.


Ministry of Citizen Protection – European & Development Programmes Division

According to the Article 9 of Law. 4332/2015, the European and Development Programmess Division (E.D.P.D.), of the Ministry of Citizen Protection, assumes the designated authority to exercise part of the functions of the Responsible Authority in the fields of the Internal Security Fund and the Asylum Fund, Immigration and Integration, as specified in Article 5 of delegated Regulation (EU) no. 1042/2014.

The Department’s responsibilities include analytical, monitoring and evaluation, studies and threat assessments, risk and impacts, documented and aligned with the priorities and initiatives identified at Union level, in particular those adopted by the European Parliament and the Council.

Role in the Project: The role of end-user of METICOS Platform has been assumed by the Ministry’s Department.


Estonian Police and Border Guard Board

Public Sector Entity – Estonia

Estonian Police and Border Guard Board (Politsei- ja Piirivalveamet – PPA) participates in the project by presenting, analysing and suggesting requirements, existing best practices and needs for analysis, detection and prevention of crimes.

Role in the Project: PPA can give practical knowledge in activities related to fighting crime and prevention activities. PPA will also take part in testing evaluation and possible dissemination of project outcomes and results.


Inspectoratul Teritorial al Politiei de Frontiera Timisoara

Public Sector Entity – Romania

Timisoara Border Police Territorial Inspectorate  (ITPF) is the regional structure, subordinated to the General Inspectorate of Border Police.

The main duties of ITPF Timisoara are the surveillance and control of the Romanian state border crossing, prevention and countering illegal migration and cross-border crime within the competence area, as well as any other infringement of the state border juridical regime.

Role in the Project: The role of end-user of METICOS Platform has been assumed by the Inspectorate.


State Border Guard Service of Ukraine

Public Sector Entity – Ukraine

State Border Guard Service of Ukraine  (SBGS) is the border guard of Ukraine. It is an independent law enforcement agency of special assignment.

SBGS consists of 6 Regional Directorates: North, South, West, East and Azov-Black Sea, Donetsk-Luhansk. Supporting institutions such as Separate controlled border crossing point “Kyiv”, 10th Mobile border detachment, Separate Guard and Support Command, Main center of Communication, Information Agency, Main expert criminology center, State Archives, Training center, Science research institute, National Academy, Central Museum, Central hospital, Sport Committee.

Role in the Project: The role of end-user of METICOS Platform has been assumed by the Service.


Cyprus Police

Public Sector Entity – Cyprus

Cyprus Police is the National Police Service of the Republic of Cyprus and is under the Ministry of Justice and Public Order since 1993.

Role in the Project: Within METICOS the Cyprus Police has two tasks: to transfer its experience in the form of end-user requirements at the beginning of the project and evaluate the results of the pilot cases at the end of the project; to participate in pilot events, providing and testing real-time applications at its facilities.
